Find a data manager and software/platform lead for the data project #142

There is a need for someone with knowledge of data management and software engineering to research, identify and set up a data storage platform and access methods, and contribute to or integrate with a provenance/cataloging system. This is the technical work to implement the data management workflows that have been defined. There is work on some elements of this but more input and someone to push it forward is needed, ideally someone familiar with existing tools and platforms to minimise the custom work needed.

In addition, there is a need for someone to fulfil the ongoing role of data manager - working with the systems set up to ensure the data is managed according to the principles and processes defined.

These two could be the same person or different people depending on skills, interest and availability!

In the meeting on 2020-05-12 it was agreed that @jholloc will be the technical lead for implementation of the data infrastructure.

The ongoing data manager / curator role would be best done by someone within the domain rather than a temporary RAMP collaborator. There are people curating data for the various major sources we will work with but we need someone doing this overall for the coalition.
