Incorporate commuter data into movement #475

Need to import commuting data so that long-distance movements can happen (and be turned off when lockdown is in place).

@soniamitchell Do we have commuter data on the data to do list? I know some models are using it, but at the moment Simulation.jl is using simulated data I believe and it would be good to move to the real data if it's available...
