Add licence file and contribution agreement #560

We've decided on 2-clause BSD and listing the contributors' institutions (who likely own the copyright) in the copyright statement. We will copy a contributor agreement from one of the other SCRC model repositories. We will also ensure that each contributor provides an email stating their agreement to the terms in the contributor agreement.

I've just added a LICENCE file (2-clause BSD) with copyright to Biomathematics and Statistics Scotland, as well as a Contributing document which states that contributions are provided under this licence and that the contributor has the right to publish their contributions under this licence. My understanding is that they maintain copyright of their contributions, but this does not need to be written anywhere, so the above copyright notice does not have to be modified for each new contributor.
