Simplify Github Actions workflow #570

The current github actions CI workflow is very unwieldy (it was a first attempt) and doesn't really do what we need it to do, in the case of failures. Clean it up.

I've made it much simpler and less functional. If we actually want any of the old functionality, we can bring it back in a better way.
