Make a wrapper for data processing scripts #642

A wrapper that can, given appropriate inputs, perform a download-execute-upload cycle for a data processing script, to simplify the non-model data processing.

This could take the form of a library, wrapping the standard API, that allows users to specify the files they want to download, and then does the full download-upload cycle.
