Allow specification of default write namespace in config.yaml and document #710

@rtblackwell I don't know if this is already possible, but if so, I don't know the keyword. We discussed adding a default namespace to the config file for downloads and uploads several weeks ago, and namespace=<ns> now seems to exist in the config.yaml files, but it is going to be often the case that the output namespace is going to be specific to a model or model run, whereas the input namespace will ultimately just be SCRC.

To do this it would be convenient to have a keyword to set the default namespace (already there as namespace=<ns>) and the default write (and read?) namespaces separately. This may already exist, but if so it's not documented. Hopefully v easy anyway...

it's not currently possible, but I believe @mrow84 is in the process of adding it to a section of the config.yaml
