Parameterize the isolation Compliance and reporting compliance as distributions #728

Following on from a meeting with @LouiseMatthews and @sibylleM we agreed that the contact tracing model should take two new input parameters from a config file (or from data pipeline) + represented in distribution form. These input parameters would represent two distributions for the isolation compliance and reporting compliance.

Currently the model takes samples from a uniform distribution for determining the isolation compliance and reporting compliance.

We would set this as a distribution where the range is bounded between 70/80 - 100 possibly, instead of 0 - 100.
