Add variable substitution to everything that is written by pxelinux.pl #10

Especially the error_main and qrdata_template values would benefit from that.

Probably means that we should implement the variable substitution differently and more centrally.

Variables from [proxy_variables] should be always present, as well as all relevant data (for the booting VM) that we have in LAB.

Added basic framework for this in 1f9ffed5ddcfa53120b8381a0b42ae416abdb73b, needs to be extended to also cover the pxelinux templates.
