Bugfix/admin not prio #104

Admins did get a very limited list on /start/ and /persons/, if they also had an group-connection.

Now admin trumps the group-connection, and thus pages show all groups.

Took me some time to understand why the old data disappeared when i imported another group. They didn't, I as admin just didn't have the rights to see them....
