Add Choose costume from camera. #4069

I know, ST has removed this for safety reasons, but we need this thing for taking a picture of fan-arts. This was a feature in Scratch 3 before early 2021. I have the old version of Scratch Desktop, we can use that to design the button, and the photo-taking process.

Interesting. This was removed due to safety reasons, though, and I think it's important to keep that in mind. If we do add this, I think there should be a warning that links to the Community Guidelines.
