Use Github Actions to publish to PyPI on new tag. #81

Currently, it's just up to me to deploy new versions of ScreenPy. It would be nifty neato if just pushing up a new tag would trigger the deployment process!

There's a new process, too, that makes it even easier: https://docs.pypi.org/trusted-publishers/

Let's do that!
