Resurrect support for USB assets for Anthias.

Overview of the issue

• There are no options on the settings page for tweaking USB asset settings. (That's because of the conditionals in the HTML templates).
• The docs don't provide helpful instructions for USB support.

Reproduction Steps

• Go to the web UI using the IP address provided by the display upon device boot.
• Go to the Settings page by clicking Settings on the nav bar.

Got it. By new setup, did you mean the Dockerized one?

Edit: The changes that will be applied to an RPi OS instance will vary from those that will be applied to a balenaOS instance.

Yes

IIRC, this feature never worked on balenaOS so there was always more work needed for this.
