feat: create footer element that will appear on each page #66

We have a prototype for this in some of the Figma workups. We could have another navigation menu here, whatever logo we're using, copyright info, etc. I don't know if we would have social media icons necessarily... I'm sure one person could complete this task alone, but we could break it down to a few different steps, create a checklist, and have multiple contributors work on this.
