Fragment should appear automatically when presenting a fragment #107

Submitter: Jonathan Ben Dov When presenting a fragment, the text of that fragment should appear automatically on the right. Why do I need to choose specifically that fragment again? The default should be presenting the text of that fragment

@zmbq we had code that did this already, but it seems to have been lost somehow.

Basically if there are no text fragments marked as suggested: false when you call the /v1/editions/{editionId}/artefacts/{artefactId}/text-fragments API endpoint (make sure you have suggested in the query string), then please display all text fragments that are marked suggested: true (these will be the text fragments suggested by our cataloguing data). Text fragments marked as suggested: false are ones in which there is at least one letter that has a ROI which is part of the current artefact.
