Update SETUP.md #24

I added some hints which I found helpful when I followed the SETUP.

Coverage Status

Coverage remained the same at 28.024% when pulling fa1d3d9f4d0f267db899a539e89de2f507c0c526 on ikottsi-patch-1 into 858e90db8ab1444b25c8d3eda089bf544be4b814 on master.

Yes, I got it running (on Ubuntu). The only problem I did run in in was that it does not work with the libmariadbclient-dev package but need the libmysqlclient-dev (thanks to Bronson for the solution). Maybe we should mention this in the doc.

Thanks for running through the setup and providing some additional details! This is helpful, and I hope this also means you've been able to get the development environment running without trouble on your machine.

I provided one suggestion to reword for clarity.

Also, the CI build failed for some reason; I'm re-running that to make sure it succeeds.
