Write a blog post about SeaGL's dev environment to make it more approachable for new contributors

Because we are not targeting Hacktoberfest anymore, this isn't time-sensitive. And since we're waiting anyway, I'd like to let the developer environment mature a lot more before we start advertising for other people to use it.

Closing since this isn't actionable given that statement.
