Replace seagull inflator #433

SeaGL’s tire pump (Bon-Aire BA120B) takes 50 minutes to fill the inflatable seagull and gets dangerously hot in the process. Its instructions warn not to exceed a three-minute runtime.

I’ve decommissioned it so we’ll need to find an alternative prior to the next inflatable seagull deployment.
