sea-query-rusqlite - update rusqlite version to 0.31

[x] Upgraded the sea-query-rusqlite dependency to use rusqlite version 0.31, which now supports SQLite 3.45 with jsonb functionality.

Notes

This is my first PR for this project. If I've overlooked anything, please feel free to let me know.
I conducted some site testing, including tests with jsonb, and everything has worked nicely so far.

I forgot to update the examples/sqlite with rusqlite 0.31. I did the commit now. It should be ok now.
