EOS-27285 : remove requirements.txt

Problem Statement

• Following requirements.txt files are not used in code due to these files while source and other checks are showing issues. jenkins/requirements.txt /jenkins/pyinstaller/v1/requirements.txt /jenkins/pyinstaller/v2/requirements.txt

Design/fixes

• I have removed files and their references in my local sandbox and created and installed HA rpm successfully in the pod. and all services running successfully
• Successfully created and deploy the cortx-all image checked HA services are running.

Coding
