h0: delete `rebuild` command; `make` relinks #1574

Now h0 make unconditionally relinks halond with libmero.

The need of choosing between h0 make and h0 rebuild inflicted cognitive load on users and was error-prone: users regularly stumbled on hctl mero bootstrap failure, caused by halond and m0d being linked against different versions of Mero library.
