EOS-4677: Increase s3 instances count 4 -> 11. #1594

Increase default number of s3 server instances to 11.

Default value of 4 instances is not sufficient to fully utilize all available HW resources on EES node.

Ideal solution would calculate number of instances dynamically, but now we need something quick, so doing hard-coded value.
