can complete quest "Expand your ship" when it shouldn;'t #567

Describe the bug If you attempt to pilot a ship you do not have permissions to, it says in chat "You do not have permission to pilot the ship!" however it allows you to claim the quest rewards associated with it.

To Reproduce Steps to reproduce the behavior:

  1. Go to a ship that meets the requirements for "Expand your ship"
  2. Make sure you have no permissions on it, and right click sign with the ship settings/stuff.
  3. Click "Pilot"
  4. It will say no permission, however complete the quest

Expected behavior It should not complete the quest when you have no permissions to pilot the ship, especially since you do not own it.
