/loadship doesn't load slipdrive fuel #589

Describe the bug See title, though this may be hoppers in general.

To Reproduce Steps to reproduce the behavior:

  1. Load a ship that has fuel in its slipdrive (or hoppers at all probably)
  2. Look in the hoppers

Expected behavior Stuff should be loaded
