Try to make this one humorous. We don't want the player to get bored by only ever having depressing scenes, mix it up.
Ideas:
You have to chase the pick pocket around town
The pick pocket pretends not to know what you're talking about in a coy fashion, but you know it's them
Maybe there's a thing where you try to get a police person to help you but get taken to the station instead because you look more suspicious than the pick pocket does.

Random event conditions (e.g., do you have to be at a certain place(s) or time(s) for it to have a chance to happen)
Likelihood of occurrence in the general sense (e.g., highly likely, moderately likely, highly unlikely, etc.)
What affects (if any) this has on the player stats once the event is over (including how much time out of the player's day gets consumed).
