SandroProxy should start/stop if network provider uses proxy localhost/<sandroproxy_port> #72

This should be on/off setting in preferences.

SandroProxy will listen for connectivity change.
If new network provider has proxy set on the same port
that also SandroProxy listens, it will start service.
When that provider goes down, SandroProxy service will stop, so not to use 
battery.

There is still minor bug that sandroproxy do not stop 
if some other network provider is already connected (mobile provider) 
and wifi goes down. 
It will be fixed in coming releases.
