Updated readme to include Windows 10 instructions. #17

Added commented line in req.py for Windows users. Added chromedriver.exe for Windows users with most recent Chrome version. Partial fix for issue #1, by making instructions more clear for Windows users.

The README has Windows instructions for the new version now. If there's anything you'd like to add to it, you're welcome to do that here.
