Should we remove Hydra in favour of LightningCLI?

As discussed in #666 I believe we should consider dropping Hydra and moving to the LightningCLI.

Pros:

• Better support as LightningCLI exists within PyTorch Lightning. This will alleviate the huge headache of making sure the structure configs for Hydra are up to date. This library is out of date and is a weird dependency I'd like to get rid of
• Removes need for hydra as a dependency, should also clean up the code
• Looks simpler to use with less bells and whistles Cons:
• Not entirely sure if LightningCLI supports structured configs, we'll need to remove the duck typing support (which is questionably beneficial imo)
