File Load Directory defaulted to %LOCALAPPDATA% Under Windows 7

What steps will reproduce the problem?
I have a folder with multiple images in. Open an image with Graf2X via the 
"Open" or "Open With" context menu in the Windows Explorer. Press "Load Image" 
to load another image.

What is the expected output?
The file dialog should be opened with the current directory defaulted to 
"%LOCALAPPDATA%" of the current file.

What do you see instead?
The file dialog is opened but the current directory defaulted to 
"%LOCALAPPDATA%". While reproducing the issue I found a workaround at least: 
You can click the "Save as" menu, press "Cancel" and then press "Load". In this 
case the directory is default correctly.

What version of GrafX2 are you using? On what operating system?
I have installed the latest GrafX2 version 2.3 1781
Windows 7, 64 bit. Same proble was there before with other OS and GrafX2 
versions.

Please provide any additional information below.
