180 degree rotation bug #460

If you rotate a brush with the brush-effects 180-degree tool - a following 
rotations and flips (from menu or shortcuts) will result in the 
brush-orientation that would occur if the 180-turn never took place. 

Setting the brush in the paintbrush menu will also NOT detect the 180-rotation, 
BUT a saved brush will!?

Ah thanks, it's when I implemented the internal palette of brushes, I forgot 
this one. I'm not surprised that Saving a brush saves it right, it saves it "as 
you see it" with current image's palette, not with the pixels and palette of 
when it was grabbed.

Bug is present in v2.3.
