Resolves: #194 Related: #193

As a developer, I will want to create an edit user role screen that allows ADMINS to edit user roles.

This PR will include multiple issues:

  1. The Edit User Role button now is functional.
  2. The Edit User Role screen is created and contains dummy data.
  3. The Edit Icon button in the Edit User Role screen is functional displaying options for changing roles. Note: These are similar to the Belinda app.
