Move Templates to Folder: Add Files for Android

A config file is needed in order for the issue templates to be visible to those creating new issues. The following needs to be done for this issue:

• config.yml file added.
• update feature_request.md.
• bug_report.md added.
• config.yml and all issue templates added to a folder called ISSUE_TEMPLATE within the .github folder.
