Add note about function restrictions in the restrictions file template #1390

The restrictions file templateincludes call restrictions for RepyV1 functions. These are non-functional in RepyV2 because both the API has changed, and call restrictions are implemented in RepyV2 using security layers rather than the restrictions file (see #1346).

I suggest to add a comment to the top of the vessel.restrictions template file such as

# RepyV1 call restrictions below. RepyV2 uses Security Layers to achieve this (wiki link).
