Set up autostart on Seattle Clearinghouse... #110

We need to be sure things automatically restart for the clearinghouse. We also need to document the startup procedures, etc.

Author: gpress I've setup a crontab on the beta and production clearinghouses which runs start_seattlegeni_components.sh @reboot. I also created a new wiki page wiki:SeattleClearinghouseStartupScripts which will document this(work in progress).
