Made changes to django16support branch to avoid symlink creation conflicts by making user own a directory and checking if the correct user is making changes to the directory

rebuild_base_installers.sh should not live in the CIB repo, and has been superseded by https://github.com/SeattleTestbed/installer-packaging anyway. Closing this PR.
