Simplifies, updates and converts Clearinghouse Installation Instructions (wiki porting issue #4).
Also adds a simple "how to use" section for virtualenvironments in a django-apache setup. As suggested in #163. Using virtualenvironments is especially useful when dealing with different versions of Python and Python packages.
