Fix `config_build.txt` when the `tree` build syntax is available #93

Due to SeattleTestbed/common#7, a workaround needed to be added to the build config so that the modules directory and its contents are added during build, see SeattleTestbed@3f1889a3697ce847179b37bc561b127c0f86dd8c.

This patch should be reverted once the proper tree build syntax becomes available.
