I am on the latest version available through steam (and steam betas), and have tried verifying integrity to no avail.
I think the main issue is this - My computer is very old. It's a 2013 prebuilt from Lenovo.
Running a Pentium G2030 and a whole 4 GB of RAM.
Now, this isn't a base problem. Portal 2 works fine and can hit up to 120 FPS.
The main problem is probably the major update in graphics engine. Portal 2 runs D3D9, Revolution runs DX11.
Which is interesting, considering other programs running DX11 work fine too.
My question is less "how to fix", and more "is there a way I can fix this?".
