Include these pdfs at /content/pdfs/

This new folder will hold the graypaper pdf, the grant application pdfs, the future litepaper, etc. All in the form as content and subject to easy swap outs / updates.

@the-dusky Merge request pending - next steps will be for the actual incorporation of these pdfs in vue.js. Closing issue.
