Additions reviewed within the OSIA group on 26/11/2021:

Add 3 new fields to describe the credentials
Add quality, qualityFormat, algorithm, vendor fields to biometricData
Add fields credentialNumber, deliveryOffice, credentialIds
Reserve gallery id ALL for the searches against all galleries
New service identifyFromEncounterId
New services moveEncounter and moveIdentity
Add FORM as a new type of document
