It could be advantageous to change the mechanism attacks effect the game. Currently only a percentage of the roundly resource gain is deductet for some rounds. However, this may lead the player to ignore this effect as it is not very limiting.
Maybe it could help if attacks hitting:
costs resources
have different effect, whether the players can pay the costs or not
may have different categories to model severity for reputation loss: e.g., none, regulation, compliance
