nak to status #20

status reports (istat ostat rstat) should return well-formed empty reports if not implemented, not nak. spec needs updating to provide clear guidance on what a "well-formed empty report" looks like. for now NAK back from ostat etc. is ok. change is planned for 0.2-build-1

this is "handled" in that the osdp verified process has been set up so as to recommend that these commands only be used when a corresponding PDCAP entry tells the ACU they are relevant.
