buzzer command too long? #23

had an issue where the buzz command didn't work (got a NAK back). 1. check the nak. 2. check PDCAP or whatever to ensure the CP is honoring any input from the PD r.e. max buzzer length. 3. make buzzer length tunable (or perhaps shorten it in conformance test - current value was arbitrary not set by some mandate.)

value is tunable now in the injected command.

you can now use the socket command interface to send a buz command with selectable parameters. NAK's are more sanely processed these days. just updated the code to be aware of the returned capability. default behavior is still that this as a PD has a buzzer.
