Library reports osdp_PDID success even though it hasn't been successful #43

Start libosdp-conformance as ACU, but don't start PD. From gui please select test to send osdp_PDID (identify). Generate report, you will get

3-2-1 ID Report Request Exercised

even though, no PD was running at that time.
