nak to comset does not backoff config change #48

should back up to previous addr/speed if I get a nak in response to a comset

this is due to the fact the speed is set as it is sent not when I get the COM back. It turns out many device have timing artifacts and the osdp_COM response may or may not arrive at the ACU at a coherent speed. not sure how to change this. fair point, marking enhancement.
