Project Manager for engagement 5cdadfc2edc5293e5ebe1616 not able to edit FY24 budget by clicking "click to edit" in project in early conversations.

Successfully replicated the bug, latest master in both cord-api-v3 and cord-field was used to spin up the environments where this was tested. Created a project, language, engagement and then added budget template with the root user having a "Project Manager" role. Was unable to even find "Click to Edit" field until adding the MOU Start & End Dates along with a Funding Partner. Once this was all done, the "Click to Edit" field was an option however the bug is accurate. The Project Manager is unable to open the "Click to Edit" field to update budget records.

@parashara1 Can you take another pass at reproducing this when you can to see if it is still an issue? Thain isn't seeing this on his local or in code.
