I believe this is a breaking change for everyone, and they'll need to rebuild from scratch.
The main reason for this is to squash out the RootUser insertion in conjunction with the refactor in #3163.
But I was also hoping that by squashing creation (locally & in every CI run) would be faster. However, it appears to have made no difference 😞
