[Enhancement] Add Create Seed to In-Memory Seeds menu #547

Proposed Enhancements:

1. Surface "Create a seed" entry point in the "In-Memory Seeds" menu (1 level up)

Rationale:

Separates "Load a seed" and "Create a seed" functions
Help users locate "Create a seed" functions after a seed has been loaded ("Load a seed" is not an intuitive location)

2. Add new "Create a Seed" menu with seed creation options only

Rationale:

Current "Create a Seed" entry point navigates to Tools menu.
A separate menu would match the name of the entry point and only surface relevant options.

I like this proposed enhancement to separate create vs load seed logically.
