I believe http://raspbian.raspberrypi.org/raspbian/pool/main/z/zbar/libzbar0_0.23.90-1+deb11u1_armhf.deb is the proper replacement link.

Had the same issue and looks like the documentation wasn't updated yet, I will track this update in #609.
