Boost SeedLang version number to 0.3.0 #235

Use a new version number to get ready for the next release of SeedLang.

Do you plan to boost the version number to 0.3.0 now, or after all the docs are ready?

I think the version number can be updated now to make further tests easier. We can formally release v0.3.0 and set the release tag after all relevant changes are submitted.
