Lifecycle Costs

Allow assets to have life cycle costs associated with them that are not replacement. There should be no limited on the number of frequency of these. It is preferable if this can designed so that these are determined not only on the basis of age.

• [x] Fix the following bug: asset_action_id 2 occurs 5 years after most recent replacement despite having an age_trigger of 10 years
• [x] Update the test case to make more sense for asset_type_id. Most notably, the non-replacement action should occur before the replacement action in an actions lifecycle.
